OS3 – (On-Site, Off-Site, Off-Shore)
Over Last 10 years, most large organizations have “gone off-shore” for
significant amount of their IT developed work and/or operations support

Results have varied – lower unit cost advantages often erased by quality
issues and rework costs . . . and ultimately, lower customer satisfaction
from increasing regulatory
pressures and forces (e.g.
Sarbanes-Oxley), as well
as from increasingly
demanding and technically
sophisticated users and
customers.
ISO9000 and CMM certifications meant to provide benchmarks for ensuring  quality of
IT development have abounded, particularly for systems integrators and outsourcers in
the US and India,  . . . but the fact is, quality has become a growing problem and the
incidence of unacceptably poor results has increased dramatically.

While there are significant benefits in leveraging Off-Shore and Off-Site resources, they
can only be realized through an effective On-Site management and QA model.

At IMPACT, our management team has 20 years experience employing Off-Shore and
Off-Site resources, and in the process, we have developed the models, methods and
tools necessary to control the process and realize (and enhance) the benefits of using
large teams of Off-Site and Off-Shore resources. We collectively refer to this tool kit as
our OS-3 model – (On-Shore, Off-Site, Off-Shore).
